One thing I used to like doing, too, was going into Low-Level Roulette at level 16 with a lot of rested XP and hoping for Tam-Tara, but even going into Sastasha would guarantee a level or two, and if the challenge log bonuses lined up just so, that would definitely guarantee two levels. Once, I managed to gain three levels from such a roulette.
